Do you need to have created 11 NullCash to download a file?

Can you explain to me, when you need a file you are not going to wait a week to be able to download it, is there another way please?

yes not sure if problem but today it wont let me donwload a file even though i a lot more than 11 nullcash, it says i can do no more today, which has never happened before that I recall, very frustrating
