I read that I can get nulcash by replying to people´s comments but I can´t even do that as I have insufficient privileges to reply. Why is this?

Try different threads. I am also not able create a new thread or reply post on some parts of the forum but this is a small part of the forum.
You may find a lot of threads that you allowed to reply.
