For fixing the "Too mani redirects", this is the solution:

Access to admin area and active SSL into "Shop Parameters" -> "Settings"

There are 2 buttons:

1. Firstly push or click in "Activate SSL"
2. Accept
3. Firstly push or click in "Activate SSL in All Pages"
4. Accept

Done

SLL should be enabled by default. It is very important for very much things. In PS 1.7.8 it is done by default.
Solution for your situation you must disable "modSecurity" feature on hosting. And disable "Check IP address in cookies" in Preference -> Administration.
