Back in Stock Notification addon allows the customer to sign up for a back in the stock email alert. As soon as the product will be restocked the waiting customers are emailed automatically to bring them back to your store so that they can complete their purchase.

Admin can configure the look and feel of the Back in Stock block from the backend of the module
Admin can customize the Back in Stock notification email
Use the Back in Stock report section to see what items customers want to buy

I'm also not sure if it is a baked in feature for 1.6 , I can see in the default alert module
"Gives the customer the option of receiving a notification when an out-of-stock product is available again."

But I can't find it when editing positions to add it to the theme
