Your question si incomplete, you dont specify were (disable) like a lot of question on this forum.
Hello, before you ask something .... You need to check first settings or code.
Configure > Publish listing settings > Required Fields on Publish > (you choose)
or
Configurations and disable functions.

I make this, but it not disable ALL locations and country information in theme. I delete the code manually (item-post.php, search,php, item.php, user-profile.php and other), but if I update the theme, I will have to delete the location code again. Also, I have to update pictures, translation, and other changes to the theme that I might have forgotten, so I haven't updated the theme for a long time.

What exactly you want do to? You what to delete location from script? this will not happening because is buil on core code. You can disabled.
Update the theme or plugins is something else and locationis different task.

I manually removed all information about locations from the theme, the site works like a Swiss watch. Why then can't the same be done with a theme plugin or theme enhancement? I'm going to ask my programmer to write a plugin later so that I don't have to manually make changes every time.

I understand your frustration but 99% want's this options.
For 1% is waste of time to work customization's. Is impossible to relese a theme or plugin to satisfy everybody.
Here is coming in scene "my programmer", developer's, , freelancer to do this job's.
