Official Facebook's api docs and Official Facebook statement say that page tabs from apps can be installed on fanpages with more than 2000 likes. Could be this problem.

hello although the module now works properly continue to reject the app, :-( does anyone know why? they don't give me a valid explanation!

because you have to specify with a screencast that the facebook login used is only for back office use and not for public users, then make them understand how it works and explain to them how the module works.
