To be honest, front-end and back-end developments are both different worlds. I've been backend engineer since long, but the front-end design is still difficult task. Whenever I write some css to make a small thing like right side menu, it still doesn't work even if I write css from youtube videos. A developer can master backend development and a designer can master frontend designing. In my honest opinion for front end designing, the frameworks should not be used just plain css/html should do the work done. Because it is mature enough to achieve anything. The css frameworks are there to rot the mind.
