How to build wordpress without domain?

Think it is impossible. However you may use free hosting services. They usually provide third level domains or worse.

Without domain means you can build it on local disk - try LocalWP

If it's just the domain you need and you aren't bothered which country ending it is, there is a service called Dot TK

Tokelau the country allow anyone to register domains ending .tk for free

You can convert your computer or laptop into a server and then install wordpress.

you can use a free subdomain but you still need hosting (there are free hosts)
