I'm not sure if this version will work with Joomla 3.6.5 I believe the JCE version back then was 2.6.6 but there were many that had problems with that Joomla version and JCE 2.6.6.
I recommend that you back up your Joomla site before you install JCE 2.9.19 but better still to update your Joomla to the latest which is 3.10.5 then you won't have a problem with this version of JCE.
