I also use Laragon and did not run into any problem using version Firebear 3.7.0, so
1- did you install ALL required components:
-bcncommerce/json-stream
-box/spout
-google/apiclient
-guzzlehttp/psr7
-league/oauth2-client
-microsoft/microsoft-graph
-salsify/json-streaming-parser
-tcdent/php-restclient
-tmwk/client-prestashop-api

2- did you paste Firebear/ImportExport folder in app/code folder?

3- did you run compile, upgrade after that?
