It should be easy for new users to download files. You should even place a limit of one file for news users before limiting to NullCash to reacts to future downloads.

maybe there is condition check error in the programming. they may be checking "greater" instead of "greater equal". So just earn some extra nullchash to make your total nullcash greater than 11.
